Holiday Camp Operator Fined After Girl Nearly Drowned in Pool

A company that operates holiday camps for children has been prosecuted by the Health and Safety Executive (HSE) after a three-year-old girl nearly drowned during a free-play session in a swimming pool.

The girl became trapped under a float and was found face down and unconscious. She was not breathing and had to be resuscitated. Fortunately she made a good recovery.

An investigation by the HSE found that the company's documentation relating to pool safety and supervision lacked clarity and was not sufficiently detailed. The contents of the documentation were not communicated effectively to staff, as a result of which appropriate control measures were not properly understood or implemented.

The company pleaded guilty to breaching Section 3(1) of the Health and Safety at Work etc. Act 1974. It was fined £6,000 and ordered to pay costs of £12,000.
